There are two ways to measure employment. The unemployment rate records those people who are actively hunting for a job and unable to find one. The other measure, called labor force participation rate, is a measure of the number of people either employed or actively looking.
In one month, the participation rate was 63%, and the other 37% are either unemployed or have some reason for not looking for work. Perhaps they have a handicap or are demoralized, or they have retired because they can no longer find a job.
This suggests that the sensible solution to the talent shortage is to attract the substantial number who aren't working and are not looking.
